November 16, 1981 Executive Council Bill # 9 UNIVERSITY OF COLORADO STUDENT UNION Authored by: Richard Bourie, UCSU Research Commissioner Sponsored by: Law School Representative: Rick Wagner Representative-at-Large: Karen Hansen A BILL Places a referendum question on the ballot to direct the UCSU to find legal recourse to the University of Colorado Board of Regents delegation of authority to the President of the University of Colorado, in that the Board of Regents of the University of Colorado has exceeded its authority as outlined in the Colorado Constitution. In short, that the Board or Regents has created a situation in which the presidency of the University has a ~eal potential to become an autocracy. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: The Election Commission is hereby directed to place the following referendum question on the ballot of UCSU Election XV B to be held on 12 and 13 November, 1981: "Should the University of Colorado Student Union (UCSU) seek legal recourse to the University of Colorado Board of Regents delegation of authority to the President of the University of Colorado, which is contrary to the Constitution of Colorado in that it gives one individual power in excess of the intent of the Colorado Constitution."
