June 17, 1982 17 EXECUTIVE COUNCIL BILL /114 UNIVERSITY OF COLORADO STUDENT UNION Sponsored By: Representatives-at-Large: Matt Sunderland Becky Lawrence Kim Covington A BILL BILL SUMMARY To Amend the Election Code BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: SECTION 2: Article III of the UCSU Election Code shall be amended to read: "1.1 The Executive Council may form its own committee to review electoral proceedings and recommend policy and code amendments. The Committee shall assume the duties of the Commission if no Commission exists. (This is the present text of Article III). 1.2 The Elections Committee shall consist of five members chosen from and elected by the Executive Council. They shall meet at least twice a month, except during the summer, when they shall meet at least once a month. 1.3 The Election Committee shall be responsible for reporting to the Executive Council on the Election Commission's conduct regarding the elections. Article V, Section 9.8 shall read: "9.8 The Commissioner shall determine the candidate order for the advertising and initial set of ballots, by random selection at the meeting. This order shall be announced and accepted, save any indication of bias or prearrangement. SECTION 3: Article V, Section 13.2 shall read: "13.2 Disqualification must be made at a regularly scheduled meeting of the Commission, meeting jointly with the Committee. Otherwise, a special meeting may be called 17 ECB-14 Page -2if all relevant parties can be contacted. An announcement of the results will be given at the next regular meeting." SECTION 4: Article V, Section 13.7 shall read: "13.7 A notice detailing the grounds for disqualification, actions committed, witnesses, details of administrative procedure, and the ruling, shall be filed with the Court of Appeals and also posted at the UCSU Office after a final ruling of the disqualification has been made." SECTION 5: Article V, Section 17.12 shall be added to read: 17.12 Each ballot shall provide an explanation of preferential voting, e.g., "Mark Representative Council candidates in order of preference, 1 through 5, with 1 being your most preferred choice." This explanation shall appear prominently at the top of each ballot." SECTION 6: Article V, Section 16.18 shall be added to read: At least one member of the Election Commission shall be present at all times when any polling station is open to ensure security and fairness of the voting procedures." "16.18 SECTION 7: Article V, Section 19.4 shall read: "19.4 At least two members of the Court of Appeals and one member of the Election Commissioner shall be present as observers at all times while sorting and tabulation occur." SECTION 8: Article VII, Section 1 shall read: (Keep current section as 1.1) "1.2 SECTION 9: The Election Committee shall make a recommendation to the Executive Council concerning the Election Commission's conduct regarding the election and the amount of any bonus to be awarded no later than the second regularly scheduled meeting of the Executive Council after the final results of the election have been posted." Article VI Section 1 shall read: "Section 1: 17 ECB-14 Page -3Following completion of the elections, but not longer than three weeks after final results have been posted, the Election Commissioner shall submit a brief report outlining any special actions taken and certifying that any necessary preparations for the next election, such as ordering ballots, have been made. Copies of this report shall be sent to the Chairperson of the Election Committee, President Pro-Tempore of Executive Council and the Executive(s)." (Keep the current article as Section 2.) SECTION 10: This bill shall take effect upon passage.
