BILL SUMMARY

To budget Executive Council Reserve by quarters in order that funds for
this account will be available throughout the entire fiscal year. Additionally, Council would be encouraged to allocate money in terms of a
limited budget and to prioritize their allocations.

BE IT ENACTED by the Executive Council of the University of Colorado Student
Union, THAT:
SECTION 1:

Executive Council Reserve shall be budgeted as follows:
1st quarter (July-Sept) = 20%, 2nd quarter (Oct.-Dec.) =
30%, 3rd quarter (Jan.-March) = 30%, and 4th quarter
(April-June) = 20%.

SECTION 2:

Exceptions to this budget shall require a 2/3 vote of the
entire Council (14 affirmative votes), and may be used for
the following two reasons:
1)
A given expenditure exceeds the budget by a small
amount and requires a supplement from the next
quarter's budget.
2)
A particularly worthwhile project comes to the
attention of Council at a time when the Reserve is
especially low.

SECTION 3:

In the above two cases, the present quarter's budget may
only be supplemented by the following quarter's budget
(e.g. the amount may not be taken pro rata from the
following quarter's budget.) Expenditures exceeding this
guideline would be more appropriately made from another
account.

SECTION 4:

Funds not spent during a given quarter will be applied to the
following quarter, unless the following quarter begins a new
fiscal year.

SECTION 5:

This bill becomes effective July 1, 1982, and will remain in
effect for upcoming fiscal years.
