BILL SUMMARY

To amend the By-Laws.

BE IT ENACTED BY the Executive Council of the University of Colorado Student
Union, THAT:
SECTION 1:

Article III, Section A. 1. C. which reads:
"The President Pro-Tempore shall be allowed a maximum of two
minutes to speak on any matter before the Executive Council
immediately prior to the taking of a vote concerning that matter.
If he/she wishes to make any additional argument or presentation
of evidence, the chair must be surrendered to the Second Speaker,
for the duration of discussion and voting on that matter."
Shall be eliminated and replaced with the following:
"To participate in debate the President Pro-Tempore must
relinquish the chair to the Vice-President Pro-Tempore or the
ranking officer. Having relinquished the chair the present ProTempore should not return to it during the course of debate on said
motion since he/she has shown him/herself to be a partisan as far
as that particular matter is concerned."

SECTION 2:

This amendment shall become effective upon passage and shall
replace what is currently Article III, Section A. 1. C.
