BILL HISTORY The University of Colorado Memorial Center is 30 years old. In 1962, it was expanded. The building is now heavily used and again needs more space for activities, offices, and food service areas. The UMC was originally constructed in a time of relatively inexpensive energy, and included few features for energy conservation or solar gain. During the summer of 1982, UCSU commissioned a study to consider conceptual designs for a solar addition to the UMC. From this work came the conclusion that a passive solar addition could be both attractive and feasible on the south terrace area. The next step necessary in this pursuit will be a national architectural competition to select a design for the UMC solarium. This competition will draw highly qualified designers from throughout the country, will compound the effectiveness of money invested in the competition, and will draw national attention to the project, to CU, the UMC, and UCSU. The design competition will be coordinated with Buying and Contracting on campus, thus reducing additional costs to UCSU. Competition winner will receive an award, national recognition, published article in national journal of architecture, and the design contract for the retrofit. Total cost for the competition is approximately $7,000. UCSU's share will not exceed this, and will probably be less. Total cost for the design will be approximately $80,000. Total project cost will be approximately $3 million. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: Page -218EB-18 SECTION 1: UCSU shall, in coordination with the University Buying and Contracting Office, fund a national architectural competition to select a design for a passive solar retrofit on the UMC south terrace. A member of the UMC Board shall be included in this effort. SECTION 2: Winner pf the competition shall receive contract for design development work for the retrofit. SECTION 3: UCSU funding for the competition shall not exceed $7,000. SECTION 4: This legislation shall take effect upon passage.
