BILL SUMMARY

A set of proposals which will alleviate the short-fall in funds to
the SOC.

BILL HISTORY

No negative check-off or mandatory refundable system of fee collection
is in effect or proven effective. Positive check-off was a failure for
Spring '83. The Health Board supported by acclamation a proposal to make
the positive check-off form mandatory at registration.

BE IT ENACTED By the Executive Council of the University of Colorado Student
Union, THAT:
SECTION 1:

The Student Organizations Committee shall chose from any or
all of the following proposals:
1.

Make it mandatory to turn in the Optional fee forms.

2.

Finance and run a massive "<:heck-off-the-box" drive
for the Spring pre-registration drive. This would
be run by the SOC group members.

3.

Return 1096 of this years SOC group allocated funds and
transfer it back to SOC for the corning year.

4.

Have the ASR charge on SOC groups revoked in e xchange for our funding the Student Finance Officer's
salary.

5.

Hold a conference on fundraising for the groups which
would be run by those groups which have been successful
in raising outside funds.

6.

Allow the SOC groups to charge membership dues if they
desire, though this would not be mandatory in anyway.

SECTION 2:

The SOC shall submit 18ECB-22 as a report to the 1/27/83
meeting.

SECTION 3:

This legislation shall take effect upon passage.
