BILL SUMMARY

This bill puts a referendum on the Spring 1983 ballot to amend the
Constitution to add an eigth Joint Board, to be called the Service
Board which will assume the role of the Executive Council Committee.

BE IT ENACTED by the Executive Council of the University of Colorado Student
Union, THAT:

SECTION I:

The Election Commission is hereby directed to place the
following question on the Spring 1983 ballot:

"Shall Article VII, of the UCSU Constitution be amended
to add the following:
0.

The Service Board
1.

The Service Board shall include seven (7)
students.·
a)

One (1) to be chosen by the Executive
from Rep Council each year. This
choice must be approved by the
Executive Council.

b)

Three (3) to be appointed by the Executive
Council.

c)

Three (3) to be appointed by the
Service Board, subject to ratification by the Executive Council.

2.

The Service Board may include two non-students,
making the total voting membership of the board
nine (9).

3.

The duties and responsibilities of the Service
Board shall include:

a)

To set policy and allocate funds for UCSU
Service Operations not currently under the
jurisdiction of a. UCSU Joint Board.

b)

To submit a budget for these services to
the Finance Board.

The Services within the jurisdiction of the

Service Board shall be determined in the UCSU
By-Laws.
SECTION 2:

To administratively facilitate this amendment, Article VII,
Section 4.1 shall be amended to read:
H.

The Cultural Events Board
1.

The Cultural Events Board shall include nine
students:
a)

One (1) to be chosen by the Executive from
the Representative Council. This choice
must be approved by the Executive Council.

b)

Four (4) to be appointed by the Executive
Council.

(c)

Four (4) to be appointed by the Cultural Events
Board subject to Executive Council
ratification."
