" BILL HISTORY r Student organizations were funded through mandatory student fees untill978. In the aftermath of EC-4 and related legislation in the form of referenda, students moved to the optional funding of student organizations through the negative check-off mechanism. CoPIRG was funded by this mechanism as well. With the University administration's unilateral elimination of negative check-off, it has become apparent that the existence of student organizations has been placed in jeopardy. This bill seeks to redress this problem by restoring student organizations funding as part of the annual budget for UCSU. This bill further seeks to provide for CoPIRG's funding through the annual UCSU budget in that CoPIRG is a student organization of a unique nature. Student organizations are a vital adjunct to UCSU and in that stable funding is requisite for their continued viability and vitality. The Colorado Public Interest Research Group (CoPIRG) is a student organization of a unique nature which also requires stable funding for its continued viability and vitality. The UCSU Executive Council recognizes its obligation to ensure the continued existence of student organizations and CoPIRG. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: The UCSU Executive Council directs that student organization funding and the funding for the Colorado Public Interest Research Group will be achieved through the annual UCSU budget. ยท- Page -218ECB-30 SECTION 2: Colorado Public Interest Research Group and Student Organizations Committee Groups will receive funding not less than that received during the Spring and Fall semesters of 1982. SECTION 3: Referendum SECTION 4: The CoPIRG budget shall be submitted to the Finance Board for initial review &. then to the Executive Council for final approval. SECTION 5: The budgets for student organizations shall be individually submitted to the Student Organizations Committee for initial review and then to the Executive Council for final review.
