BILL HISTORY The system of Finance Office agency accounts has been a major problem in recent elections. Because purchase orders and IN's are no fonger available for use by candidates, the agency accounts have basically been nonfunctional. The Finance Office has also had numerous problems with the establishments of campaign agency accounts. This bill proposes an alternative to the present accounting system. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: Article IV, Section ll.l-ll.2 shall remain unchanged. SECTION 2: Section 11.3 A reporting system shall be established whereby each candidate shall submit all receipts of campaign expenditures to the Election Commissioner weekly. All campaign expenditures incurred before the first scheduled meeting with the Election Commissioners shall be reported at the first meeting. Section 11.4 It shall be the responsibility of the Election Commission to maintain their own records regarding the expenditures of each campaign/team. The Election Commissioner shall be responsible for setting mee.t ing times with each candidate/team. Section ll. 5 There shall be three categories of expenses: a) Materials -any physical object used in the campaign which was obtained specifically for the purpose of use in the campaign. ,. ._, Page -218ECB-42 b) Professional Labor - skilled labor who provide a specific specialized task for the campaign and who would normally charge a fee. c) Advertising - This shall include all advertisements placed in campus or local newspapers or any other form of mass media. This shall not include endorsements or advertising placed in campus or local newspapers without the knowledge of the candidate/team. Section ll.6 (Old Section 11. 9) All figures in this section shall include any applicable sales tax or transportation tax. There shall be no penalty for purchasing materials and/or services in areas with lower tax rates than the Boulder Community. SECTION 3: Sections ll.l2 - ll.l7 shall be re-numbered accordingly to follow new Section ll.6. · SECTION'~: This legislation shall take effect upon passage.
