Lisa Steen A BILL BILL SUMMARY To fund CoPIRG through UCSU. BILL HISTORY In 1975, CU students voted to fund CoPIRG. A negative check-off was instated by the Board of Regents. In 1979, CU student reaffirmed their support for CoPIRG, and asked that it be funded through a waivable fee. In the Spring of 1982, the CU administration eliminated the student-initiated waivable fee for CoPIRG. In October, 1982, CoPIRG ran a petition drive, collecting over 3,600 signatures to place a referendum on the student ballot. That question asked students to approve funding CoPIRG with a $2.75 per student refundable fee. On October 26th and 27th, CU students voted with a 2 to 1 margin to fund CoPIRG. Over 3,500 students voted. In December, 1982, UCSU voted to accept the CoPIRG contract. 11 voted for, three against. In February , 1983, Kaye Howe rejected the UCSU/CoPIRG contract. Since students through referenda have historically supported CoPIRG and its fee, and in light of the fact that CoPIRG has had no funding this semester: BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: UCSU shall fund the Colorado Public Interest Research Group (CoPIRG) through student fees at a level the same as received during the Spring and Fall semesters of 1982. SECTION 2: The CoPIRG budget shall go through the UCSU Finance Board. SECTION 3: CoPIRG shall run a referendum every two years, ensuring student support for CoPIRG and its funding system. SECTION 4: The UCSU/CoPIRG contract shall be a mended to include an Executive Council member, selected by the Council, to serve as an ex-offico member on th local CoPIRG Board. - • .. Page -218ECB-47 SECTION 5: The next CoPIRG referendum shall be held in Spring 1984 when CoPIRG is fully funded, and functioning at its normal level of efficiency.
