A BILL

A SUMMARY

Political purposes will be defined as those activities which
directly influence government through lobbying efforts,
initiative sponsorship, or providing support for a candidate to
elected or appointed office. UCSU is prohibited from using
mandatory student fee money for political purposes.
However, this legislation will not impair the allocation of
resources by UCSU Executive Council in the conduct of UCSU
business proper.

BILL HISTORY

This bill is introduced in response to the recent CISPES event,
with an eye toward avoidance of future, similar problems of like
magnitude and design, regardless of political persuasion.

BE IT ENACTED by the Executive Council of the University of Colorado Student
Union, THAT:
SECTION 1: Mandatory student fees will not be allocated to
influence government through lobbying, sponsoring initiatives
and ballot issues, or supporting candidates for elected or
appointed office.
SECTION 2: Money or resources allocated to support student-fee funded
activities or events will conform with all standing rules of
the appropriate committee/joint board and Student Fee Guidelines.
All suspected violations shall be submitted to the appropriate
allocating committee/Jt. Board for investigation.
SECTION 3: The provisions of this bill will not infringe upon UCSU Executive

Council's ability to effectively represent students and work for
improvement in higher eduction: Executive Council, Executives, and
Executive Staff.
SECTION 4: Activities or presentations of a partisan nature which do not
directly aim at political ends as defined in Section 1, will not
require equal time for opposing views.
SECTION 5: Direct violation of this bill will result in immediate revocation
of the event/activities funding, with the violating party(ies)
to be denied funding for any and all mandatory student-fee funded
events for one calendar year.
SECTION 6: This bill shall become effective upon passage by Executive Council.
