BILL SUMMARY
To instruct all joint board directors that it is irnparative
that they have their respective board approval with regard
to any expenditure above and beyond regular day to day
expenses.
BILL HISTORY
There currently is no written rule that joint board directors
need approval of their respective joint board with regard to
expenditures beyond the scope of every day operations expenses.
To insure proper budgeting input from students it is imperative
that there ~e a guideline to this effect.
SECTION 1:

That the Finance Director be instructed to inform all joint board
directors that Joint Board approval is needed for any expenditure
not included in the scope of their approved day to day expenses.

SECTION 2:

Joint Board approval shall also be required for any "open"
operations account. An "open" account is one such as programs
which doesn't have a pre-determined expense.

SECTION 3:

All Joint Boards shall change their by-laws to conform to this.

SECTION 4:

That the student finance director be instructed not to relinquish
any funds unless this is approved from the respective Joint Board.

SECTION 5:

This bill takes effect upon passage.
