BILL HISTORY The UCSU By-Laws state that the Executive Veto must be submitted in written form within six days after approval by the Executive Council. This leaves too much room for interpretation: when does the actual six days begin? What happened if the Executives do not receive a bill along with other bills to be signed? BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: Article II B.2.a. & b. of the UCSU By-Laws be amended to read: 2.a. The Executive Veto must be exercised within six days after approval, as defined in Article III A.5. of the UCSU By-Laws, of the legislation by the Executive Council to prevent passage. Passage of Executive Council legislation shall become effective and final upon one of the following conditions being fulfilled: i. ii. iii. Signatures being affixed by the Executive within six days of approval by the Executive Council. These signatures must be filed in writing with the Secretary of the Executive Council. Six days after approval by the Executive Council, if no veto has been exercised within that time. Immediately following a two-thirds vote of the Executive Council to over-ride the Executive Veto. 19ecb 1/48 Page 2 Section 2: Article II B.2.b. of the UCSU By-Laws shall be amended to read: b. Section 3: Article II B.2. shall have a paragraph (e.) added which shall read: e. Section 4: Notice of veto must be posted in the Executive Council office. A letter of veto must be filed with the Secretary of the Executive Council within six days after approval by Executive Council. The veto must be announced at the next Representative Council, Local School Council and Executive Council meetings. A veto, once posted and exercised, cannot be revoked by the Executive.
