Many people are unaware of the specifics of the procedures and see UCSU as being unreceptive to their input. Passage of this Bill will insure that people in the audience are aware of when they are allowed to speak and how they may get the floor, and it should ease some of the frustration felt by people who must sit silently while topics of concern to them are discussed by Council. BILL SUMMARY The President Pro-Tempore shall make a brief statement concerning Parliamentary Procedure in order to make members of the audience aware of when they can speak. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: At the start of the Pro-Tem Report, the President Pro-Tempore shall make a brief statement concerning the procedures by which Council operates, especially in regard to how a member of the audience may gain the floor during the meeting.
