An integral part of these campaigns has been to bring highly placed, former CIA officials to speak on campus. This has also served as a counterpoint to the CIA official who is allowed to address a plenary session at the World Affairs Conference. On November 9th, we have the opportunity to bring Philip Agee to the campus. Mr. Agee is a 12 year veteran of the CIA. His principal stations were in Ecuador, Uruguay, Mexico and Washington. He was the first major figure to publicly expose CIA wrongdoings abroad. His position is one of belief in the need for an effective intelligence service "to prevent war. But that's a far cry from using info to undermine an elected government." This year is the first time in 16 years that he has been allowed to travel in the U.S. Mr. Agee's work, both in the CIA and out, has made him a formidable expert on the political systems he has operated within as well as CIA covert operation methodology. Hearing Mr. Agee speak is an unprecedented opportunity to get an intimate glimpse of the inner working of the CIA. He continues to publish books on the need for a responsible intelligence service and is a key figure in the debate over U.S. covert policies abroad. His appearance is expecially timely and appropriate in view of the recent Iran-Contra hearings. His knowledge and experience provide a rare educational opportunity. BILL SUMMARY This bill shall allocate an amount not to exceed $1,900 from Central Reserve in order to fund the honorarium and advertising expenses for Philip Agee's appearance on the Boulder campus November 9, 1987. .. "'ยท .,.. 27 EXECUTIVE BILL U17 - Page 2 BE IT ENACTED by the Executive Council of the University of Colorado Student Union THAT: SECTION 1: UCSU shall allocate an amount not to exceed S1,900.00 plus GAR from Central Reserve to go for advertising and honorarium for Philip Agee to speak on campus. SECTION 2: This bill takes effect upon passage. BUDGET Honorarium (He is asking $3,000 but we are negotiating that down.) Advertising This includes ads in both the Colorado Daily and the Campus Press, as well as flyers.
