Sciences Co-Executive A BILL Pete Yob BILL HISTORY The spending limit imposed upon candidates for office in UCSU elections is designed to assure that all candidates for office are given an equal opportunity to be elected. The UCSU election code. is a document whose chief purpose is "to ensure equal opportunity and treatment to all candidates." (Article I, Section 2). During the last six sessions, party backed candidates have had a lock on the elections. This is due, in part, to the unfair spending limits which restrict the campaigning of independent candidates more than party backed candidates who are able to pool their resources and get more for their dollar. The following change in the election code would even out this unfair monetary advantage. BILL SUMMARY This bill shall amend the UCSU Election Code. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: The following revisions will be added to the UCSU Election Code and the appropriate sections shall be changed. SECTION 2: Article V, section 11.1 - add to the existing text after " ••• campaign team members themselves." : "Included in this spending limit shall be the total cost of all campaign materials on which the candidates name or representation appears." SECTION 3: Article V, section 11.3 -add to the existing text after " ••• will not be accepted." : "In cases where two or more candidates purchase materials with the names or representations of the same two or more candidates, each candidate will be required to submit a receipt or copy of that receipt and the full amount of that receipt will be assessed against each candidate's spending limit."
