This discussion has included as it's topics; the party system, the structure of the election itself, and campaign/ candidate spending llmi ts. The spending limit debate has been of particular interest to eveyone, and indeed last spring this body approved a drastic change in the Representative candidate limit from $250 to $160. One of the major arguments against lowering the limit was that candda tes would not be able to get the word out about the e,lection to en ought students and that voter turnout would suffer. This bill addresses there points. In order that the trend in UCSU continues along the lines of fair play, and giving anyone, well financed or not, the opportunity to run for office, we propose the following. BILL SUMMARY This bill will change the Representative campaign spending limit to $140, effective the Fall, 1987 election, and add $700 + GAR to the Election Commission Budget for Fall 1987, to further publicize the election, and help voter turnout. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: SECTION 1: The UCS U Election Code be changed as follows: Section 11.1 of the UCS U Election Code will be changes as follows: " ••. and $140 for each Representative Council candidate.'' SECTION 2: An amount not to exceed $700 plus GAR be allocated from Central Reserve to the Election Commission to further publicize the Fall 1987 Election.
