This clause effectively allows Executive Council members to attend only 25% of all Executive Council meetings without any kind of worry about the consequences of his/her actions. The only way to amend the UCSU Constitution is to put forth a referendum question to the students. By tightening up this rule we will have a better informed, more consistent Executive Council. BILL SUMMARY The following referendum question will be placed on the Fall 1987 ballot: "Presently the UCSU Constitution allows a member of Executive Council to rniss four consecutive meetings. In order to provide a consistent and responsible Executive Council should Article IX · Section A • Part 4 of the UCSU Constitution be amended to read 'Grounds for impeachment shall be failure to substantially fulfill the duties of his/her office, including absence from three meetings in a legislative session without a valid and reasonable excuse?"' BE IT ENACTED by the Executive Council of the University of Colorado Student Union THAT: SECTION 1: The election commissioner shall place on the Fall 1987 ballot the following question: "Presently the UCSU Constitution allows a member of Executive Council to miss four consecutive meetings. In order to provide a better record of attendance . should Article IX · Section A • Part 4 of the UCS U Constitution be amended to read 'Grounds for impeachment shall be failure to substantially fulfill the duties of his/her office, including absence from three meetings in a legislative session without a valid and reasonable excuse?'" SECTION 2: This referendum is binding.
