In the past, funding of Local Schools through Executive Council reserve. This system has been successful in the past with funding requests being heard on either council. Student Fee Guidelines have been enforced on both councils thus ensuring fiscal reponsibility. This has streamlined the funding process considerably and has also ensured that groups received adequate funding. The funding of Local Schools from Executive Council was not without controversy. Double funding of groups added a redundancy to the funding process that only served to confuse and mislead student groups. "Political" animosities resulted in Local Schools Council. Such controversy even erupted into a deliberate walkout from Executive Council by Local Schools representatives. Executive Council thus drafted 27 ECB 1/22 preventing double funding but this too was a source of controversy as it appeared that Local Schools was being controlled by Executive Council. · Since the prevention of Double Funding is a sound measure to simplify the funding process, this bill causes the regulation of Local Schools council to come from itself. This bill is also dependent on a similar measure to be passed in Executive Council which ensures that rules directing Local Schools also direct Executive Council. · BILL SUMMARY This bill prevents double funding of any funding request presented before both Executive Council and Local Schools Council. BE IT ENACTED by the Executive Council of the Universityof Colorado Student Union, THAT: SECTION 1: Student Groups requesting funding from Executive Council shall be required to disclose whether the group intends to seek funding for the same .activity from Local Schools Council. 29 EXECUTIVE COUNCIL BILL 015 -Page 2 SECTION 2: The bill sponsor shall inform the student group that a bill funded by both councils constitutes "double funding". SECTION 3: The bill sponsor shall inform the student group that any double funded bill will be voided by Executive Council. SECTION 4: In the event that the bill sponsor fails in her/his responsibility to inform the student group of the ramifications of sections 1 through 3, Executive Council shall assume that responsibility. SECTION 5: The passage of any funding request in violation of double funding shall be voided by Executive Council.
