BILL HISTORY
Russ-e ll A. Castro is a second year Doctoral Student of Sociology, who also did his
undergraduate work in Boulder. He is a member of "Alpha Kappa Delta", The
Na tiona! Sociological Honor Society, "The Graduate Student Association", as well
as "The Society for the Study of Social Problems;'. Castro also serves as a member
of the "Academic Support" sta~f at the C U Athletic Department.
Castro will be an insturctor for the course "Deviance" (Sociology 1004) next
semester. The paper that Castro has been invited to deliver, entitled "Alternative
Exploration in Substance Use Control Policy", examines the phenomenon of
contradictory interpretations of commonly held values, and the process of the
social construction of Deviance within the Criminal Justice System. Attendance at
the Conference of "The Society for the Study of Social Problems" offers the
student body, through their contact with Castro as an instructor and "Academic
Student Aid", a broadened understanding of these concepts, which can only be
achieved through the type of information networking facilitated by national
conferences. -" The Society for the Study of Social Problems" is the second oldest
and largest s,o ciological association in the United States, offering Mr. Castro the
opportunity to retrieve ideas and theories for his students from influential social
scientist-s-from all over the U.S. and the world. Attendance at this conference will
be prestigous both for the student body and the University of Colorado as a whole.
Mr. Castro has budgeted his expenses according to University regulations and will
reciev-e one half of his airfare from the Dean of Arts and Sciences, the other half
will be. supplied by the University Presidents Office and the Chancellors Office
{Perdie m)~ Mr. Castro, in association with the Graduate Student Advisory Council,
requests a student fund disbursement in the amount of $240, which will be used
exclusively to cover his lodging at the conference (specifically: It days @$60/day).
His attendance at the conference will benefit the student body through the
enrichment and enhancement of his theoretical basis, inevitably resulting in a
better course content for his students, both in the Fall and in coming semesters.
BILL SUMMARY
This bill allocates $250.75 ($240 + GAR) to pay for doctoral student Russell
Castro's lodging expenses only while at the annual meeting of the Society for the
Study of Social Problems in Atlanta, Georgia August 21-23, 1988.
BE IT ENACTED by the Executive Council of the University of Colorado Student
Union THAT:

SECTION 1:

The goals and objectives of this trip are to send Mr.'Castro
to the conference as a representative of the University of
Colorado - Boulder.

SECTION 2:

The purpose of this allocation is to pay only lodging expenses
to enable Mr. Castro to attend the entire conference which he
has formally been invited to in order to present his
Sociological paper.

SECTION 3:

An amount not to exceed $250.7 5 ($240 + GAR) shall be
allocated from Central Reserve to a special events account
in Russell Castro's name to pay for lodging at the Society for
the study of Social problems in Atlanta, Georgia Aug. 21-23
1988.

SECTION 4:

Russell Castro will submit a written report about the
conference to Executive Council within one month pursuant
to 24 ECB /14.

SECTION 5:

This bill shall take effect upon passage.
