29 EXECUTIVE COUNCIL BILL 038 October 27, 1988 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Tri-Executive Representatives-at-Large Tim Kauffman Dave Hummels Felicia Clark Dawn Massop Authored by: Oxfam Members John Humphries Tom Roberts Claude Long A BILL BILL HISTORY Oxfam Hunger Action is the local branch of Oxfam America, and has existed on the C.U. Boulder campus since 1980. Oxfam America is an interna tiona! agency that funds self-help development projects and disaster relief in poor countries in Africa, Asia and Latin America, and also prepares and distributes educational material for people in the United States on the issues of development and hunger. The name "Oxfam" comes from the Oxford Committee for Famine Relief, founded in England in 1942. The Fast For A World Harvest marks its ninth consecutive annual appearance on the .Boulder campus this November 17, 1988. The Fast day is always the Thursday before Thanksgiving. Oxfam America's Fast For A World Harvest has become a national tradition in the United States. About one million people fast with Oxfam each year. It's a dramatic action people can take to help end hunger in the world. People are asked to simply gc> without 'food, for a meal or the day, and donate the money they save to Oxfam America. They will be supporting vital self-help development programs that are making a difference in Kampuchea, Vietnam, and some 30 other countries in Asia, Africa, Latin America and the Caribbean. Oxfam Hunger Action is planning a week-long series of activities to highlight the Fast. The main display calls for a 10-foot diameter global hunger "map", to be located near the UMC, to focus attention on the issue of hunger and the Fast. A 24-hour vigil is scheduled, beginning at sundown on Wednesday, November 16th, with accoustic music, and variety of speakers on hunger issues and various geographic areas. Other planned activities would include a mailing to students and other concerned local citizens, using the Boulder Community Food Share's 3000person mailing list. The purpose of the mailing would be two-fold. First, to increase awareness of, and participation in, the Fast. Second, to expand Oxfam Hunger Actio·n•s outreach efforts by soliciting more speaking and videopresentation opportunities--in University classes, before civic or religious groups, or in public schools. Hunger will exist so long as people are unaware of its causes and potential solutions. BILL SUMMARY This bill would allocate an amount not to exceed $921.50 plus GAR from Central Reserve to fund Fast For A World Harvest. BE IT ENACTED by the Executive Council of the University of Colorado Student Union, THAT: c 29 EXECUTIVE COUNCIL BILL 1/38- Page 2 SECTION 1: An amount not to exceed $921.50 + GAR shall be allocated from Central Reserve to fund Fast For A World Harvest.
