Founded in 1970, it is staffed by volunteers, the vast majority of which are CU students. It provides immediate crisis councseling to persons in distress from 7:00pm to !2:00am Sunday through Thursday and from 7:00pm to 2:00am Friday and Saturday. Callers include, but are not limited to CU students, and represent all walks of life. Rapline councselors deal with a variety of disorders, drug and alcohol abuse, death, illness, and relationship problems. Some 97% of its staff are either CU students or alumni, and vary from undergraduates to graduates to PhD's doing research for the University. The total · number of people involved in Rapline fluctuates. Between each semester's arrival of a new training class, active staff, trainers, and those involved with promotional duties some 70 individuals volunteer their time. Although members range from english to engineering majors, Rapline provides a unique opportunity for those interested in the field of psychology to gain first hand experience in both counseling and administrative situations. Many professors involved in the clinical/professional areas of psychology recommend Rapline as an excellent introduction to the profession. As a community ser;vice its phones are open to both students and non-students alike. Due to the confidential nature of the calls, exact, or even approximate numbers of community vs. student callers are not available. Regardless of percentages, counselors are accessible to the entire student population. Like the Rec. Center or the Library, Rap line serves all those who choose to take advantage of its services. Due to -its limited budget, the vast majority of Rapline's publicity efforts are focused on low cost advertisement aimed at the University population. Rapline exists as the expression of two major goals in its members: to help people in need and to grow as individuals. Rapline is thus a valuable university service as well as a valuable source of growth to its dedicated members. Recently, however, this organization has encountered significant instability in two areas which are absolutely vital to our continued operation: funding and location. In the past, Rapline was funded by the Student Organization Committee. In the Fall of 1986, however, SOC informed Rap line that due to insufficient funds Rap line would have to seek money elsewhere. For the 1986-87 school year we opera ted on emergency funding provided by President Gee and Kay Howe, which was designed for emergency, non-recurring situations involving student organizations. For 198788 we subsisted on the remainder of those emergency funds and $1200.00 given us 29 EXECUTIVE COUNCIL BILL 0'8 - Page 2 by the Arts and Sciences Dean in the Spring of '87. Almost two years of meetings and negotiations have yielded a locational compromise acceptable to the many parties involved. Currently Rapline is moving its confidential office and needs extra financial funding to make the move. It is our sincere hope that we will be able to return the focus of our organization's energies back to the University and reestablish the stability we have lacked by resolving our financial difficulties. Rapline aspires to be a full-fledged cost center of UCSU. Future budgets are estimated to be about $3000 annually. BILL SUMMARY This bill allocates $3025.00 + GAR towards the 1988-89 operation and moving costs for Rap line. BE IT ENACTED by the Executive Council of the University of Colorado Student Union THAT: An amount not to exceed $3160.00 shall be allocated from SECTION 1: Central Reserve for Rapline. SECTION 2: Rapline will submit quarterly reports to Finance Board on the same schedule as -the other UCSU cost centers. This bill takes effect upon passage.
