In 1988 the FSA.C became more active and influenced Regent Bernick to draft a proposal to "divest" CU's funds from companies doing business in South Africa. This was voted on at the March 17, 1988 Regents' meeting and was defeated by a margin of 8 to I. As a result, CU's money is still supporting a segregationist government in South Africa. Earlier this year the FSAC organized a rally which focused upon racism in the US and apartheid policies in the Republic of South Africa. The Free South Africa Committee organized a benefit at Tulagi's on Jan. 18, 1989 with the Samples and Big Springs. The FSAC raised $1400.00. Another benefit was tena tively scheduled during February at JJ McCabes ( raising approx. $500 - $800) but due to various scheduling conflicts this event will probably be canceled. In November the FSAC s.u bmitted a 12 page proposal to the CU CEB and was denied any funding for the Apartheid Awareness Week. Apartheid basically means "separateness" of South Africa's four major racial groups: Blacks, Whites, Asians and Colloureds. The black majority, approximately 87% of the population, are forced to live on Bantustans, supposed independent homelands, which are in reality rural ghettoes comprising only 13% of the land. They are nat able to vote, own property, travel freely and work in the country of their birth. The white minority, approximately 13% of the population, own most businesses, control 87% of the land, and as of 1985 were the richest cultural group in the world. The Free South Africa Committee plans, by sponsoring an "Apartheid Awareness Week", to educate the public about the issues concerning racial inequality both horne and abroad. Workshops, films, discussions, and debates, focusing on apartheid in South Africa and racism in the US, will provide an indepth view of these social problems. This event is not addressing "divestment" in general, but will explore all options that will alleviate these racial .inequalities and whether divestment is a viable method. The FSAC has continued its educa tiona! goals and feels that a week long series of events will bring th~se issues out into the open, to be discusse"d in public forum, on the magnitude that their cr i tica 1 nature merits. 30 LEGISLATIVE COUNCIL BILL 021- Page 2 BILL SUMMARY We are asking UCSU for $1158.58 plus GAR to help fund our "Apartheid Awareness Week", from February 20 - 25, 198 9. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:SECTION 1: An amount not to exceed $1158.58 plus GAR- shall be allocated from Central Reserve to help fund "Apartheid Awareness Week". 'SECTION 2: A report shall be submitted pursuant to 24 ECB /14. SECTION 3: This bill shall take effect upon passage.
