February 16, 1989 30 LEGISLATIVE COUNCIL BILL //28 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Journalism Representatives Jim Mahoney Kris Jones Authored by: Journalism Represent.a tive A BILL Jim Mahoney BILL HISTORY Recently several issues have been raised concerning the use of offensive, hostile or intimidating content in the flyers or other announcements publiced by UCSUfunded organizations. Needless-to-say, UCSU does not support this kind of publicity, and does not wish to be associated with it in any way. It is time therefore, to remind all UCSU-funded organizations that we have some means at our disposal to discourage such behavior. These means are not coercive and will not cost the group anything monetarily, but will temporarily slow the group's activity until the issue can be brought to their attention and discussed by the parties involved. BILL SUMMARY This bill appoints one person from each student group to approve all announcements by those groups, and charges the Finance Director to freeze the account of any group for one week if they publicize offensive, hostile or intimidating announcements. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: One executive position of any and all student groups with accounts at the UCSU SOFO will be individually responsible to Legislative Council. The executive position must approve all announcements made by that group. SECTION 2: That the said executive shall be: A. The Director in the case of cost centers as stated in the By-Laws, or B. The signer for the group at the SOFO. SECTION 3: Legislative Council shall discuss any announcement that any member of the student body brings before them. SECTION 4: In the event that a 2/3 majority vote of Legislative Council deems that student fee money was used to fund announcements that are "lntimida ting, hostile, or offensive", then the Finance Director shall be directed to freeze the SOFO account of the said group for a period of 1 week.
