30 LEGISLATIVE COUNCIL BILL //29 February 16, 1989 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Arts & Sciences Rep. Felicia Clark Kurt Colburn Authored by: UMAS Vice President Darrell Gallegos A BILL BILL HISTORY The single most important goal guiding the creation of the National Association for Chicano Studies was to promote research and other activities that could cont(ibute and respond to the struggles being carried out in the broader Chicano community. This premise is clearly embodied in the Association's Preamble which states that NACS arose "to encourage a type of research which it felt could play a key part in the political actualization of the total Chicano community" and calls for research that is "committed, critical and rigorous". However, most of us in Chicano Studies work in institutional settings that present serious obstacles to the realization of this objective. And there are few arenas for studying, discussing and debating how best to promote this vision. Thus this year's site committee has decided to make this issue the major focus of the 1989 NCACS national conference. The theme is Community Empowerment and Chicano Scholarship: Towards Social Justice in the 21st Century and we are calling for panels, papers and roundtables that generally address this concern. We are expecting to have thirteen UMAS students attend, ranging from freshmen to seniors, who by the way are all on financial assistance, and will have a difficult ' time reaching the expected expenses. This conference is vital in our being able to expand our network of similar students involved in higher education. It will also be instrumental in encouraging students to engage in a type of research that can play a key part in· the political actualization of the total Chicano community, including the university. BILL SUMMARY The event will take place at the Biltmore Hotel in Los Angeles, CA. The requested amount is $1,222.00 which will all be directed towards travel expenses. Last years NACS Conference was here at CU and was accompanied by an excellent turn out. We in turn would like to reciprocate this participation by sending 13 delegates to the conference. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: An amount not to exceed $1,222.00 +GAR shall be allocated from Central Reserve to fund air fare for 13 UMAS students to attend the NACS national conference.
