Geraldi BILL HISTORY The national percentage of non-traditional and/or students with children has been steadily rising in recent history, thus adding to the existing body of graduate and undergraduate students with families. Balancing work, family, school, children and other facets of life can be overwhelming. One financial concern that appears is that of child care. Often students with children are forced to decline their educa tiona! options, even after the rigors of application and admission, due to the high cost of child care. Currently there are no programs in place to address the problem of child care subsidies. The students are left to their own devices in paying for child care. The purpose of this program is to: 1. encourage students or potential students with children to pursue their educations 2. to improve the quality and continuity of the care that children are receiving while their parents are away from home. UCCCAP (University of Colorado Child Care Assistance Program) will address both of these questions by offering a stipend to be used only for the purchase of licensed, regula ted child care. Furthermor.e, the Office of Financial Aid has agreed to administer/monitor the fund based solely on need. Any full time, registered student at the University of Colorado Boulder will be eligible to apply for funding. BILL SUMMARY This bill places a referendum question on the Spring 1989 UCSU Election Ballot regarding the funding of the UCCCAP (University of Colorado Child Care Assistance Program). BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: Passage of this bill would put the following referendum question on the Spring 1989 election ballot. 30 LEGISLATIVE COUNCIL BILL 030- Page 2 "Would you be willing to add 25ยข per semester for a period of 3 years to your student fees to support a University of Colorado Child Care Assistance Program (UCCCAP) that would provide need-based money to help student parents pay for licensed, regula ted child care.
