March 2, 1989 30 LEGISLATIVE COUNCIL BILL 031 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Julie O'Brian Authored by: Representative-at-Large A BILL Julie O'Brian BILL HISTORY In the Mid 1970's, the Environmental Protection Agency issued a report stating that the key to the waste problem was to create a market for recycled products. By creating a need for recyclables, what had been considered waste would become an economic good. As a result, recycling would increase. The EPA has also stated that for every ton of recycled paper produced, we save 17 trees, 4200 1kilowa tt hours of energy, 7000 gallons of water, and 3 cubic yards of landfill space, and we reduce the emission of air pollutants by 60 pounds. CU Recycling is one of the largest campus recycling programs in the nation. However, its efforts to expand campus recycling and to increase environmental awareness are hampered by the lack of a market for recycled products in Colorado. By increasing the market for recycled paper we increase the demand for raw recyclables. CU Recycling would receive substantial financial benefit from the creation of additional markets for recyclables. CU students, staff, faculty and administration would have the opportunity to make a more positive impact on the environment. In order to benefit CU Recycling economically, and the environment in general, it , is necessary that all departments of CU, academic and administrative, convert to the use of recycled paper products. BILL SUMMARY This bill places a referendum on the use of recycled paper products on the ballot for the Spring 1989 UCSU election. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: The referendum to be placed on the ballot shall be worded as follows: "In order to promote recycling efforts on this campus, would you support the conversion of all departments of the University of Colorado, Boulder, academic and administrative, to the use of recycled paper." SECTION 2: This bill palaces the referendum question articulated in section 1 on the ballot for the Spring 1989 UCSU election.
