30 LEGISLATIVE COUNCIL BILL II 38 March 2, 1989 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Dawn Massop Authored by: CSA Member Chris McAnnany A BILL BILL HISTORY The Colorado Student Association has reemerged after a period of dormancy. The . group hired a staff person and opened a Denver office in October. Currently the group is focused on solidifying l ts organiza tiona! base and developing a legislative program. At this point the group has received full or partial funding from five schools, wlth three other schools likely to join soon. Several funding referendums are approaching, including votes at CU and CSU. Current legislative issues include the defeat of HB 1202 which would have restricted student government control of student fees, SB 89 which would set minimum funding levels for financial aid, and the higher education budget. CSA 's purpose is to promote student access to high quality, low cost higher education and is dedicated to developing strong student leadership to protect student rights. It functions as a communications network to improve the sharing of ideas and information between student governments. The mission and p~rpose of CSA is in accordance with the goals of UCSU. The continued viability of CSA is dependent on having sufficent funds to operate until the fall funding cycle commences. An appropriation of $3,000 combined with supplement~:d income from other schools would allow CSA to work until fall income arrives. BILL SUMMARY This bill would allocate an amount not to exceed $3,000.00 + GAR from SOR for supplemental CSA funding to carry the organization through to the fall funding cycle. BE IN ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: An amount not to exce.ed $3,000.00 + GAR will be allocated from SOR for supplemental CSA funding to carry the organization through to the fall funding cycle. SECTION 2: A written report will be submitted within one month after passage of this bill. SECTION 3: This bill will take effect upon passage of the CSA referenda in the Spring 1989 election. 3/09/89 -PASSES -LEGISLATIVE COUNCIL - 1st Reading - 12-2-1 3/16/89- PASSES- LEGISLATIVE COUNCIL- 2nd Reading- 14-0-1 30 LEGISLATIVE COUNCIL BILL //38- Page 2 A{jJ d-Nune£ David Hummels President Pro-Tempore UCSU Legislative Council ~ ~ t Tim Kauffma UCSU Exec I I' {'· < r-~¥='"= ~~
