In ah effort to recognize and address these concerns, a Resource and Recycling Management Committee was proposed and established by UCSU in January of 1989. This committee was given the task of examining the means and feasibility of implementing recycling and resource management theory as practice in UCSU's Cost Centers. The Recycling and Resource Management Committee has fulfilled this task. Though countless hours of the efforts of individuals associated with many groups, including the Greens, the Environmental center, and CU Recycling, student opinions have been surveyed, changes researched, and policies created. The result of these efforts have yielded a substantial document, which represents a plan of action and a set of guideline policies. It is the hope of the Recycling and Resource Management committee that this type of document will be recognized as grounds for a permanent policy. The establishment of a Recycling and Resource Management Commission would be appropriate to administer such a policy. BILL SUMMARY This bill proposes the establishment of a Recycling and Resource Management Commission. This requires a simple majority vote of the UCSU Legislative Council, as specified in the UCSU Constitution in Article VIII, Section B. A single reading is required. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: UCSU establish a Recycling and Resource Management Com mission. SECTION 2: A Recycling and Resource Management Commissioner is hereby created to head the Com mission; said com missioner is to be a member of UCSU Executive Staff, beginning FY 89-90. SECTION 3: The Commission membership shall be determined by the Commissioner, who will be responsible for its continuance.
