31 LEGISLATIVE COUNCIL BILL /Ill August 3, 1989 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Tri-Executives Law School Representative Authored by: Law School Representative A BILL Dawn Massop Tracy Wahl Alan Ikeya Doug Young Doug Young BILL HISTORY To allow every member who wishes to speak on any matter before Legislative Council, to prevent rambling, repetitive grand standing, and to encourage effective resolution of Council matters, this bill asks each member if they wish to speak on a matter. This will prevent the premature ending of debate and discussion when others may wish to speak or ask further questions. BILL SUMMARY This bill asks each member of Council if they wish to speak on matters at hand. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: Replace Legislative Council's Standing Rule XIV. Section C with the following language: C. The president Pro-Tern shall at the appropriate time for discussion or debate and after sponsorship speeches, when appropriate, ask any member if they wish to speak on the matter at hand. The President Pro-Tern shall keep a list, in the order received, of members who wish to speak; provided that no member (including sponsors) may speak again on the matter at hand until everyone has had one chance to speak. Once each member has had one chance to speak, the President Pro-T em will be allowed to recognize any member to speak in any order.
