August 31, 1989 31 LEGISLATIVE COUNCIL BILL /116 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Engineering Representative Tri-Executive Music Representative Rick Ball Mike Drews Alan Ikeya Scott Teruya Authored by: Engineering Representative A BILL Mike Drews BILL HISTORY Because Representative Council and the Council of Colleges and Schools spend on the average $20,000 in student monies each year, and beacuse as student leaders the representatives are responsible for these expenditures to the student body, it is imperative that a better system of accountability be implemented. In the past, the only record of Council of Colleges and Schools meetings have been tape recordings, which have proven difficult to decipher when the validity of decisions in meetings have been questioned. To remedy this situation, this bill provides a secretary for both Council of Colleges and Schools and Representative Council, to attend and take notes at the meetings and produce weekly minutes. Each secretary will be paid $4.00/hr. for 3 hours of work ea. week (lhr. for the meeting, 2hrs to complete the minutes). For 14 meetings a semester this amounts to: 14 meetings a semester x 3hrs. work for each meeting x $4.00/hr. x 2 secretaries = $336.00 a semester. This makes a total of $720.00 for the 89/90 academic year, and for two meetings in the 1990 summer semester ($336/sem. x 2 + $48 for 2 summer meetings= $720). This bill also calls for the jobs of Representative Council secretary and Council of Colleges and Schools secretary to become part of UCSU operation costs beginning in the next budget cycle. The secretaries will be hired & primarily responsible to their respective councils' chairs. BILL SUMMARY This bill allocates $720.00 to fund a Representative Council Secretary and a Council of Colleges and Schools secretary for the 89/90 academic year, and the summer semester, up until the time that the next budget cycle begins. It lays out the responsibilities of the secretaries, and provides for their incorporation into UCSU operations beginning with the next budget cycle. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: This bill will allocate $720.00 from Central Reserve to provide for the salaries of a Representative Council secretary and a Council of Colleges and Schools secretary until the end of the current budget cycle. SECTION 2: That beginning the next budget cycle, that these salaries will be paid for out of UCSU operating costs. 31 LEGISLATIVE COUNCIL BILL /116- Page 2 SECTION 3: That the secretaries fulfill the responsibilites outlined above in the bill history.
