October 12, 1989 31 LEGISLATIVE COUNCIL BILL /124 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Law School Representative Rick Ball Doug Young Authored by: Representative-at-Large A BILL Rick Ball BILL HISTORY After reviewing the Standing Rules, the By-laws and the Student Fee Guidelines, it is recommended Legislative Council make the following changes in the governing documents of UCSU. These changes will remove some of the discrepences between these documents. In order to limit the amount of time Sharon is forced to spend typing, I have included all changes in one bill. Legislative Council may pass each change individually by voting on each section separately. BILL SUMMARY This bill changes the Standing, Rules, the By-laws and the Student Fee Guidelines, to remove inconsistencies. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: Strike Section VIII from the Standing Rules and replace with: All resolutions/bills must be turned in by 12:00 noon on the preceeding MONDAY. There will be no exceptions to this rule except at the discretion of the President Pro-T em pore. 10/12/89- PASSES- LEGISLATIVE COUNCIL -12-0-2 SECTION 2: Insert into the UCSU Bylaws Article III, Section A.2: The President Pro-T em pore should have the power to expend up to $50.00 from Central Reserve for Legislat~ Council business. The Cummulative amount shall not exceed $250.00 per session. The treasurer shall cosign spending authorizations included under this subarticle. 107f2/89- PASSES- LEGISLATIVE COUNCIL- Acclamation SECTION 3: Strike Article III, A. 6. h. from the UCSU Bylaws and replace with: Student Fees shall not be used in aid of any church or sectarian society, or for any sectarian purpose, or to help support or sustain any student group, school, academy, seminary, college, univerity or other literary or scientific institution controlled by any church or sectarian denomination. 10/12/89- PASSES- LEGISLATIVE COUNCIL- 10-1-1 31 LEGISLATIVE COUNCIL BILL 124- Page 2 SECTION 4: a). Strike article XIV of the UCSU Bylaws b). Insert into the UCSU Student Fee Guidelines G.3.4.3 1). All out of state travel requests shall be submitted to Legislative Council at least two weeks prior to any allocations. 2). Out-of-State travel must be within the continental ยท United States. 3). A maximum of two economy air tickets or one motor pool vehicle not larger than a van shall be allocated for any out-of-state travel. 4). Travel by UCSU proper personal on UCSU business shall - c_ not be subject to these guidelines. 10/12/89- PASSES- LEGISLATIVE COUNCIL- 11-0-2 SECTION 5: This bill takes effect upon passage.
