Gradually, the process of allocating money to student groups was shifted to Legislative Council away from the Joint Boards. This process has resulted in a Student Union that is less effective for student needs because student needs include more than just allocating money. This bill is an attempt to address the time allocated by the Legislative Council in the allocation of student monies. It will result in a decrease in time spent on allocations proportional to the spending cap given to Representative Council and the Council of Colleges and Schools. The more time freed as a result of this bill can be used to address student issues. In addition, the Representative Council will now be able to play a part in the allocation of monies to student groups, and will have more visibility as a part of the student legislature. The same will apply to the Council of Colleges and Schools, whose referenda account will be put to better use. BILL SUMMARY This bill authorizes Representative Council and the Council of Colleges and Schools to grant funding requests from Legislative Council's Central Reserve and adds the duty of bill docketing to the President Pro-Tern of Legislative Council and the speakers of Representative Council and Council of Colleges and Schools. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: The following language shall be added Article III, Section B: Subsection 1: (new subsection 5] The shall consider all bills, not considered Colleges and Schools, requesting up to to UCSU By-Laws, Represen ta ti ve Council by the Council of $7 50 from Legislative ~ 31 LEGISLATIVE COUNCIL BILL 07- Page 2 Council's Central Reserve for events serving students campuswide. Funding by Representative Council from Legislative Council's Central Reserve shall not exceed the amount of the Council of Colleges and Schools Referendum Account. All bills requesting funding for events serving students campuswide exceeding $7 50 shall be referred to Legislative Council. Representative Council, by a two-thirds majority, may refer bills requesting upto $7 50 to Legislative Council; however, if so exercised, the speaker of Representative Council must report to Legislative Council the reasons for such referral. Subsection 2: ,change subsection 5 to 6. SECTION 2: The following language shall be added to UCSU By-Laws, Article III, Section C: w ew subsection 4) The Council of Colleges and Schools shall consider all bills, not considered by Representative Council, requesting upto $7 50 from the Council of Colleges and Schools Referendum Account and Legislative Council's Central Reserve for events primarily serving the students of a College or School. All bills requesting funding for events primarily serving the students of a College or School exceeding $7 50 shall be referred to Legislative Council. The Council of Colleges and Schools, by a two-thirds majority, may refer bills requesting up to $7 50 to Legislative Council; however, if so exercised, the speaker of the Council of Colleges and Schools must report to Legislative Council the reasons for such referral. SECTION 3: The Duties of Bill Docketing: The following language shall be added to UCSU By-Laws, Article III, section 2: Subsection 1: (new subsection j} The President Pro- Tern shall meet once a week after bills have been submitted with the speaker of both Council of Colleges and Schools and Representative Council to arrange bill dockets to each council for that week. In the event that one Council receives an unmanageable proportion of funding requests, the President Pro-Tern and the Speakers of both Councils may docket bills in such a way as to promote equity between the two Councils. Bills must be docketed and their sponsors notified at least 24 hours in advance of their first reading. Subsection 2: The following language shall be added to Council of Colleges and Schools By-Laws, Article I, Section 2: The Speaker shall meet once a week after bills have been submitted with the President Pro-Tem of Legislative Council and the speaker of Rep resentative Council to arrange bill dockets to each Council for that week. Subsection 3: The following language shall be included in forthcoming By-Laws for Representative Council under the Duties of the Speaker: The Speaker shall meet once a week after bills have been submitted with the President Pro-Tem of Legislative Council and the Speaker of Council of Colleges and Schools to arrange bill dockets to each Council for that week. 31 LEGISLATIVE COUNCIL BILL 07- Page 3 Legislative Council shall direct Representative Council to SECTION 4: draft its own By-Laws in conformity with the UCSU Spending Guidelines and the terms of this bill. SECTION 5: All Representative Council and Council of Colleges and Schools bills shall be treated as Legislative Council legislation with regards to Executive veto power (UCSU Constitution, Article II, section C, subsection 2).
