August 3, 1989 31 LEGISLATIVE COUNCIL BILL /19 UNIVERSITY OF COLORADO STUDENT UNION Sponsored by: Representative-at-Large Tri-Executives Law School Representative Arts & Sciences Representative Authored by: Law School Representative A BILL Rick Ball Dawn Massop Tracy Wahl Alan Ikeya Doug Young Kurt Colburn Doug Young BILL HISTORY To ensure that each council member and speaker who wishes to speak on a matter before the Council, to increase the effective use of Council's time, and to focus debate and discussion to matters at hand, this bill proposes to limit debate and discussion on Council matters to three minutes. This will force Council members and speakers to review Legislative Council materials in advance of meetings and it will promote efficient, productive discussion on important matters. Legislative Council is not the appropriate place for rambling, repetitive grand standing. By limiting debate and discussion, Legislative Council can become a problem solving forum where issues, options, and solutions are fully and intelligently discussed. Additionally, the bill allows Council to increase the time allowed for debate and discussion depending on the importance of the issue. BILL SUMMARY This bill would set a three minute time limit for debate and discussion on matters at hand at Legislative Council meetings. BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT: SECTION 1: The following language shall be added to the Legislative Council's Standing Rules: XIX. TIME LIMITS FOR DEBATE Discussion and debate by Legislative Council members and the public at large on any matter before the Legislative Council (except President Pro-T em and Exective Reports, Amendments to the Minutes and Ratifications) shall be limited to three minutes. This rule can be suspended by the President Pro-Tern or by a majority vote, for matters requiring more extensive discussion. If suspended, the ten minute limitation rule in Robert's Rules of Order, Revised shall govern unless overridden by a two thirds vote.
