October 11, 1990 33 Legislative Council Bill #22 UNIVERSITY OF COLORADO STUDENT UNION sponsored by: Engineering Representative Mike Drews Authored by: Engineering Representative Mike Drews A BILL BILL HISTORY During my time on UCSU Legislative Council there has been an increasing proliferation of resignations and appointments by Representatives-at-Large. Though I do not doubt the qualifications or dedication of these individuals, and in fact believe some of the replacements to be some of the best UCSU Representatives I've ever seen, I am concerned about the validity of representation. It seems that after a certain point, the vote of the people is lost and there is a risk that the council seat could belong to a click of friends. It is fine for a person who is elected to use hisjher judgement in picking a replacement because the people have put their faith in that person to make decisions, but a replacement has not been elected and should not have the ability to appoint further replacements. Therefore, I propose the following by-law changes to the UCSU ByLaws: BILL SUMMARY This bill seeks to remedy representational validity problems in ucsu. BE IT ENACTED by the council of Colleges University of Colorado student Union, THAT: ., Schools of the Make the following Amendments to Article VII, Section c of the ucsu By-Laws: SECTION 1: Create Section 1 to read: "When an elected Representative-at-Large gives up their seat on Legislative Council, that Representative may appoint a replacement pending ratification by Representative Council as stated by the UCSU Constitution." SECTION 2: Create Section 2 to read: "If that replacement can not fulfill their seat on council, then: A) If there is an election within 8 weeks of the resignation, that seat will come up for election for its remaining duration, 33 Legislative Council Bill #22 - page 2 SECTION 3: be given to next largest vote getter. (the sixth) B) If it is more than 8 weeks then the original seat holder (if they are still a valid member of the UCSU) may pick anothe replacement pending 2/3 ratification of Representative Council Move former Sections 1-3 down to 3-5.
