In addition, FBI statistics project that one out of six men and one out of three women will be raped in their lifetime. WHEREAS: The Boulder Rape Crisis 1,600 calls in the past calls being actual approximately 40% of students. WHEREAS: In the spring semester of 1990 several highly publicized rapes occurred on campus and on The Hill (the surrounding neighborhood) , while to date no suspects have been identified as the perpetrators of these crimes. Team received over year with 679 of the rape victims, with those victims being BE IT RESOLVED by the Legislative council of the University of Colorado student Union, THAT: SECTION 1: UCSU will no longer tolerate the danger of rape students face and recognizes the first step to stopping rape is acknowlegement. SECTION 2: UCSU realizes that once there acknowledgement of the crime, UCSU's message will move beyond telling people how to stop rape to warning that people who rape will be accountable for their actions. is 33 Legislative Council Bill #3 - page 2 SECTION 3: ucsu SECTION 4: UCSU will also recommend: a. Mandatory education programs about sexual harrassment and sexual assaults offered to faculty and staff. b. Mandatory acquaintance rape awareness training to all campus security personnel. c. A UCSU advocate approaching RHRC with: 1. a policy change/implementation proposal in regards to separation of victim and perpetrator in victim's preference, in the case of alleged or proven sexual assault on resident(s) by other r~sident(s); (Legislative Council, Executives and Executive staff) will support and work t:owards: a. Publication in the CU Boulder Catalog, The Student Handbook, Standards of Student Conduct, The Guide to Residence Hall Living, First Year Student and Transfer Student materials, of the following: 1. a definition of sexual assault, the degrees of the crime and its legal penalties; 2. a definition of sexual harassment and sexual exploitation by strangers, peers, and persons of_ authority; 3. statistics on rape which include women and men and specify acquaintance rape (statistics will be taken from the FBI, the Boulder Rape Crisis Team and DARE) ; 4. a description of the rights of victims of sexual assault and sexual harrassment, and services available to victims in the University and the community; 5. specific student conduct codes prohibiting sexual assault and clearly outlining University penalties. 2. continuing sexual assault education for all residential advisors and following which, implement at least one mandatory meeting with advisors and the students on her or his floor discussing the issues of sexual assault and specifics outlined in section 3.a. of this bill. 33 Legislative council Bill #3 - page 3 3.
