Affiliated with the NES (National University of El Salvador) , the students have been systematic targets of assassinations, disappearances and torture. In November, 1989, the United States backed ARENA government attacked the San Salvador campus leaving countless dead and many buildings destroyed. The University was subsequently occupied by the armed forces until June of this year. Holding to the process of negotiations, the ARENA government returned the campus but with the infrastructure totally destroyed. Now the students, workers, faculty, and administration face the huge task of rebuilding the University and continuing on the movement toward education and social change. Their perspective as students and organizers is infinately valuable and we hope to share their experiences with CU students in the fall by establishing a Sister City University between cu and NES. From August 11 to August 14 _ there will be an Organizing Conference in San Francisco, California which will be focusing on this situation. It is our hope to send two ucsu staff members and our Representative-at-Large to this conference in order to first gain more knowledge of the Sister City University and the situation between El Salvador and the United States, and second to gain organizational skills. This student Organizing Conference will be extremely beneficial in equipping the UCSU staff and legislative member with skills that are desperately needed not only for the Sister University project but also for all projects which will be worked on in the years to come. The two UCSU staff members and one council member will attend the Student Organizing Conference sponsored by CISPES (Community in Solidarity With The People Of El Salvador) during these four days of August, 1990 to add organizational skills to UCSU and to expand international cultural awareness on the CU campus in order to directly enhance the quality of the University and therefore benefit the entire community. BILL SUMMARY This bill will allocate $750 + GAR for transportation of UCSU delegates to 1990 CISPES Student Organizing Conference & Workshop 33 Legislative Council Bill #6 - page 2 BE IT ENACTED by the Legislative Council of the University of COlorado Student Union, THAT: SECTION 1: An amount not to exceed $750 + GAR will be allocated from Central Reserve for transportation of UCSU delegates from Denver to San Francisco, California. SECTION 2: A written report will be submitted pursuant to 24 ECB #4. . SECTION 3; The CU participants in this conference will present at least one workshop on organizational skills to UCSU. The delegates will also make themselves available to present workshops for other CU student groups. SECTION 4: This bill takes effect upon passage.
