BILL HISTORY

The Spring 2003 UCSU Elections are eight weeks away from this date.  This is the last day per the Election Code, Article IV Section 3.1, to ratify amendments for use in the upcoming election.  Since the code was amended in the fifty-fifth session, there have been many concerns and conflicts brought to Legislative Council’s attention by candidates, referenda groups and the Election Committee.  In order to ensure the least number of discrepancies and/or violations in the upcoming election, UCSU Legislative council must approve a number of changes to the election code.  The proposed changes herein are those recommended by the current membership of the Election Committee.  All of the suggested changes have been approved by a majority, if not all, of the Election Committee.  The passage of this legislation will ensure an improved election process.

BILL SUMMARY

This bill approves the amendments voted upon by the Election Committee, which are attached on the current election code.  All of these changes will be implemented in time for the conduction of the Spring 2003 Election.  All of the changes made to the code will stand until amended at a future date, and any changes made past this date will not go into effect until the Fall 2003 Election.  All of these changes will be placed under the direct jurisdiction of the Election Commission, the Election Committee, and the UCSU Appellate Court.

THEREFORE BE IT ENACTED by the University of Colorado Student Union Legislative Council, THAT:

Section 1: This bill amends the current UCSU Election Code and is to be implemented for the Spring 2003 Election.

Section 2: All of the proposed attachments are marked in editing style on the attached copy of the standing election code.

Section 3: In addition, this bill requires that the Legislative Council Secretary or a designee, check the electronic copy of the code and revise the format in order to ensure proper paragraph structure, correct numbering and uniform text and term usage.

Section 4:  This bill requires that the petitions for candidacy be revised, as well as the packets handed out at the mandatory meetings.

Section 5: The amended Election Code is to be posted to the official UCSU website as soon as it is passed.   

Section 6: As stipulated in Article III (A) 7.e of the UCSU Legislative Council Bylaws, this Legislation is a Primary Measure, concerning the conduct of UCSU elections and must only be subject to one reading by this council.
