Resolution History
The fact that many students
own dogs, and that often these dog owners bring their pets to school is well
known. There is a severe problem that arises because of this; which is the
prevalence of dogs left tied to trees, bike racks or poles outside of buildings
while their owners are inside eating, studying, attending class, etc. This
issue needs to be addressed by this campus for many reasons; this is dangerous
to the dog, there is a high likelihood of theft of the tied animal, this is
animal neglect, and also the animal is often disruptive to nearby classes and
students when left tied up alone.
Resolution Summary
Whereas: The act of bringing a
personal pet onto the University of Colorado campus is a privilege, not a right.
Whereas: Chaining a dog or other pet
to a tree or structure and leaving that animal unattended represents not only
an extreme danger to that animal, but this act is also neglect of said animal.
Whereas: Chaining a dog or other pet to a tree or
structure and leaving that animal unattended also disrupts classroom learning
in nearby academic buildings.
THEREFORE, BE IT Resolved by the University
of Colorado Student Union, THAT,
SECTION 1: The University
of Colorado Student Union opposes the actions of any University of
Colorado student, faculty
or staff member who leaves their dog unattended outside a building on the
University of Colorado,
Boulder campus.
SECTION 2: The University of
Colorado Student Union Legislative Council members are encouraged to report a
neglected animal to the CU Police Department every time they witness an
unattended or tied animal on the University of Colorado, Boulder campus.
SECTION 3: The University
of Colorado Student Union calls upon the University Administration, and the CU
Police Department to continue to inform individuals of the dangers of leaving
their animals chained and unattended on the University of Colorado, Boulder
campus.
SECTION 4: The University
of Colorado Student Union Legislative Council directs the Executives to forward
and pursue this cause in their dealings, discussions and lobbying efforts with
students, faculty, staff, the administration and the community; and to work
with the University of Colorado Police Department to assist them in informing
individuals of the dangers of leaving their animals chained and unattended.
SECTION
5: This
resolution takes effect upon passage.
