A BILL
Funding for Biodiesel Event

BILL HISTORY
 
CU Biodiesel approached the Cultural Events Board (CEB) for funding their event, “WE THE PLANET” with Julia Butterfly Hill & Guests on September 12, 2003.  The event was to be funded 
by CEB contingent upon a vote within the Legislative Council to override Section 2.4.a. of the Student Fee Regulations (SFRs) which stipulates that no student group may be funded by more than 
two student fee funding sources.  Funding was passed for this event at second reading contingent upon override of section 2.4.a. of the SFRs.  The bill 59LCB#1 was presented to the Legislative 
Council which would have overridden Section 2.4.a. of the SFRs so that more than two student funding sources could be used to fund the event.  The bill was withdrawn and an action was taken 
by Legislative Council to direct Program Council (PC) to fund the event in the amount of $15,000 which would have still been too little to fund the event.  PC is a unique student group as it has a 
working relationship with the UMC and holds an account of self generated revenue with the UMC; however, PC does not receive funding from the UMC as PC has a referendum from which it 
derives its funding.  PC is unable to make a SOR request for the amount which it was directed to spend and pursued finding alternative solutions for funding the “WE THE WORLD” event.  In 
thinking that funds were secure CU Biodiesel went ahead with securing a contract with Keppler Associates Inc. to bring the event “WE THE WORLD” to the University of Colorado at Boulder.  
The request that the SFRs be overridden was not met by the Legislative Council.  In addition CEB will not be meeting by the time the contract must be fully funded thereby making it impossible 
to secure funding from CEB with reasonable time for the contract to be paid.
 
The Environmental Center has made a commitment of $3,000 to the event from a non-student fee funding source.  PC has made a $3,000 monetary commitment to the event and a commitment 
of $2,396 in donated lighting, sound systems, and labor costs.  The total PC commitment is therefore $5,396 for the “WE THE WORLD” event.  CU Biodiesel is acting as the organizer of the 
event and will be contributing none of its monies to the event.  A SOR allocation would count as a student fee funding source. A balance of $14,565 is needed to fully fund this event.  Because 
the Environmental Center is allocating funds to the event from a non-student fee funding account and CU Biodiesel is acting only as the organizer of the event only two student fee sources 
(Program Council and a SOR allocation) will be used to fund the event.

BILL SUMMARY
 
Whereas:         Funding commitments to sponsor the “We the Planet” event at the University of Colorado at Boulder on September 12, 2003 are secure with two funding sources, including the 
Environmental Center in the amount of $3,000 from a non-student fee account, and Program Council in the amount of $5,396; and
 
Whereas:         Program Council is funded through its own referendum monies and self-generated revenues; and
 
Whereas:         A contract exists with Keppler Associates Inc. to bring the event “WE THE WORLD” to the University of Colorado at Boulder; and
 
Whereas:         The event will serve as a welcome back event which will appeal to and accommodate a great many students at the University of Colorado at Boulder; and 
 
Whereas:         The event will be a beacon for students looking to get involved in environmental change at the University of Colorado at Boulder and provide a forum through which members of 
the student body may actively participate in that change; and
 
Whereas:         Large events, such as “WE THE WORLD” may, at times, require more attention from the Legislative Council to be fully funded due to extenuating and extreme circumstances; and
 
Whereas:         “We the Planet” serves to enhance the learning experience of all students on the Boulder campus.

 

 

_____________THEREFORE BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:
 
Section 1: The decision made by the Legislative Council on July 24th, 2003 to direct the Program Council to allocate $15,000 to the “WE THE WORLD” program will be reversed.
 
Section 2: An amount of $14,565 plus GAR/GIR will be allocated to the “WE THE WORLD” event from the SOR account.
 
Section 3:         This bill takes effect special order upon passage by the Legislative Council.
