Dell is the largest personal computer manufacturer in the United States. A tactic in influencing the practices surrounding computer disposal is to harness consumer power and apply economic pressure to a specific corporation. As Dell products are widely available and highly visible, Dell is in a unique position to set an industry standard of taking back computers and computer components to recycle and dispose of them properly.
Bill Summary
This bill will preclude the UCSU from doing business with Dell Corporation until the “Dell Exchange” program is free of charge to all consumers of Dell computers.
THEREFORE, BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:
Section 1: All computers purchased from Dell for use within all UCSU cost centers shall be disposed of using the “Dell Exchange” program effective July 1st, 2004.
Section 2: The UCSU and its cost centers will be precluded from purchasing Dell computers, Dell Components, or any product manufactured or marketed by the Dell Corporation unless the “Dell Exchange” program is free of charge to all consumers by July 1st, 2004.
Section 3: Contracts existing between Dell and the UCSU shall be honored beyond July 1st, 2004, until the contractual termination date.
Section 4: No contracts may be renewed with Dell until such a date that the “Dell Exchange” program is free of charge to all consumers. This section takes effect upon passage of this bill.
Section 4: The UCSU and its cost centers shall be precluded from entering into any contractual agreements with Dell until such a date that the “Dell Exchange” program is free of charge to all consumers.
