Bill History

The University Memorial Center is the home to the University of Colorado Student Union. UCSU proper is located and conducts much of its business within the UMC. This situation has seemingly skewed the relationship between both entities and has given rise to a growing concern among the tri-executives and legislators alike. Throughout the UCSU, there seems to be a lack of recognition by staff as to the structures of UCSU and accountability to the students. The executive and legislative branches are the supreme governing bodies of the union, comprised of students elected by the CU student body. These bodies have the privilege and responsibility to represent the student interests and concerns, in addition to providing for direct student fee oversight. Thus, it is necessary that all members of the UCSU recognize the students’ right to direct representation. In addition, the leadership of UCSU acts as the principle faces and administrators of the union, and should be treated accordingly.

 

Bill Summary

 

This bill seeks to re-establish the administrative position of the legislative council and the tri-executives within the student union. It will also provide the UCSU staff with education concerning UCSU purpose, structure and leadership. The purpose of this bill shall be to re-assert student management of UCSU entities and to return direct representation the CU student body.

 

 

 

THEREFORE, BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:

 

SECTION 1:  Purpose.  This bill shall mandate that current and future UCSU employees receive education unto the purpose, structure and leadership of the University of Colorado Student Union. This legislation also provides for direct accountability by employees to the UCSU Executive and Legislative Branch.

 

SECTION 2: The UCSU Tri-Executives, Legislative President, and legislative Vice-Presidents shall design an educational pamphlet to be given to each Cost Center to be used within their particular educational training methodology.  The pamphlet will address A, B and C of Section 2.  The UCSU Tri-Executives, Legislative President and Legislative Vice Presidents shall take into account those employees who may be illiterate and work with the cost centers to provide the pamphlet information through another vehicle.

 

SECTION 3: Each cost center shall be responsible for designing an educational training program for all cost center employees in conjunction with the UCSU Tri-Executives, Legislative President, Vice Presidents, Speaker of the Representative Council, and Speaker of CCS. The training specified by this bill shall educate UCSU employees onto:

 

A)    The structure of UCSU, emphasizing the principal governing role of the students and the delegation of power within the UCSU system

B)     The functions of UCSU, addressing the goals, mission, procedures and general policies of UCSU

C)    Their employing cost center’s particular relationship to UCSU, and the employee’s individual relationship the UCSU Tri-Executives and Legislative Council

 

The structure and procedure of the educational training program shall be designed no later than one month after the passage of this bill. The proposed educational training policy shall be submitted to the legislative council for ratification by a majority present and voting, with approval by the Tri-Executives

 

SECTION 4: The cost center, UCSU Tri-Executives, Legislative President, Vice President, Speaker of the Representative Council, and Speaker of CCS shall also devise the means through which the UCSU educational training shall be given to the cost center employees. The methods constructed should not only address educational training for employees who are to be newly hired, but existing staff as well. The methods of implementation shall also be subject to ratification by majority of legislative council present and voting, in addition to Tri-Executive approval.

 

SECTION 5: Each cost center shall be responsible for providing monthly updates to their legislative council liaison and the executives as to their progress with the educational training.

 

SECTION 6:  The Tri-Executives, Legislative President, Legislative Vice Presidents, Speaker of the Representative Council, and Speaker of Council of Colleges and Schools, the joint board UCSU Representatives shall ensure that the provisions of this piece of legislation are carried out by each cost center through ongoing communication with cost center directors regarding 59LCB#3, direct review of cost center's implementation of educational training, and direct observation of results produced by cost center's particular method of educational training.  These officers shall inform the legislative council as to the status of UCSU education training within each cost center

 

SECTION 7:  The Tri-Executives and Legislative leadership shall ensure that each cost center adheres to Section Six of this bill, and shall report failure to do so to the legislative council

 

SECTION 8: Any cost center found to be in violation of the mandates and spirit of this bill shall be brought before the legislative council for inquiry. Further violation will result in penalties as to be decided upon by the Tri-Executives and/or the Legislative Council

 

SECTION 10: Enactment.  This bill tasks effect upon passage.
