BILL HISTORY

 

The students of the University of Colorado at Boulder supported the creation of an Outreach and Retention Center in the Spring 2000 Elections by approving the platforms of the several candidates advocating for such a center.  Pursuant to the wishes of underrepresented students, the University of Colorado Student Union has pursued the development of an Outreach and Retention Center since April of 2000 and has made many strides towards its creation and development. In 2001, the 55th legislative council passed 54LCB11, a bill that approved the creation of a temporary ad hoc committee, and the creation of a permanent SORCE advisory board. 

 

The administration, staff and faculty at the University of Colorado at Boulder has expressed verbal and written support to establish a partnership with the students.  The collaborative efforts will work towards a shared goal of diversifying the campus.   The Student Outreach and Retention Center for Equity (SORCE) is the culmination of many student components in that collaborative relationship.  This legislation creates the guidelines surrounding the oversight of SORCE, and amend the structure and mission of the SORCE advisory board.

 

BILL SUMMARY

 

This bill creates an Advisory Board to oversee the Student Outreach and Retention Center for Equity. The advisory board will be composed of students that reflect the mission of SORCE and will work in conjunction with UCSU in guiding SORCE in it’s numerous endeavors.

 

BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT:

 

Section 1:        This bill creates an Advisory Board to oversee the Student Outreach and Retention Center for Equity. 

 

Section 2:        A:  The SORCE advisory board will assume all duties, rights, and responsibilities of the SORCE ad hoc committee created by the 55th legislative council in 2001. This includes having all authority over funds raised and allocated for the Student Outreach and Retention Center for Equity, initiating the steps to have SORCE functioning fully by May 2004, and overseeing these preliminary stages of SORCE’s developments.

 

B:      Membership in the SORCE advisory board shall consist of one member from Representative Council, one member from the Council of Colleges and Schools, the UCSU Diversity Director, the UCSU Liaison to the Vice Chancellor of Student Affairs, five students-at-large, and two non-students.  The President Pro Tempore of Council shall appoint the Legislative Council member(s). The advisory board committee shall appoint the at-large students and the non-students to the advisory board.  The Legislative council must ratify appointments made by the SORCE advisory board by a majority.

 

C:      In addition to the powers of the ad hoc committee, the advisory board shall have the power to appoint ex-officio members as it deems necessary.  The advisory board shall elect one chair and at least one vice-chair from its membership.  Any officers on the board must be full fee-paying students. The SORCE director, any SORCE employee, or any UCSU official can chair the board. The advisory board shall also have the authority to initiate by-law(s) and standing rules for the board.  The SORCE advisory board shall make policy and budget decisions in accordance with priorities set by the Legislative Council in the 55th session. 

 

D.     The funding structure of SORCE will be decided by the advisory board and presented to Legislative Council in the spring semester of 2004.  The SORCE advisory board shall act as a supervisory board of the SORCE, including the delegation of hiring authority for employees including the director. The initial hire will be the SORCE programmer and as the budget allows, a full staff, including a director, assistant director, etc. The SORCE advisory board shall have the authority to direct the policies and budgets of the center.

 

 

SECTION 3:            A written report shall be submitted pursuant to the Legislative Council by the 4th meeting after the school year begins of the 60th session regarding progress and recommendation for the status of the Student Outreach and Retention Center for Equity.

 

SECTION 4:  SORCE advisory board committee shall provide input and recommendations to the UMC Board for the allocation of space to the SORCE. 

 

SECTION 5:            This bill shall take effect upon passage.
