The Recreation Center wishes to run a
Referendum on the Spring
2004 ballot
in order to obtain student fee funds to expand recreation facilities on
campus. With this referendum, the
Recreation Center aims at bringing multiple forms of recreation to the CU
campus life.
Bill Summary
This bill places the Recreation Center Referenda
question on the Spring 2004 UCSU ballot.
THEREFORE BE IT ENACTED by the Legislative Council
of the University of Colorado Student Union, THAT,
SECTION 1:
The following Referendum Question shall be added to the UCSU Spring 2004
ballot:
Referendum Question Proposal:
“Do you approve of funding for the CU Recreation Services New and Renovated Improvements Facilities Project at the rate of $21.00 ($ 15.80 for Bond and $ 5.20 for operating) per semester in student fees for a period of 20 years?”
Statement of Purpose:
Existing Conditions:
· Lack of outdoor recreational facilities such as; recreational play fields, outdoor basketball courts, an inline skating/skateboard park, a golf driving range, etc.;
· Lack of a year-round tennis facility;
· Lack of field lighting to accommodate evening usage (alternative times to avoid conflicts with academic classes).
· Weather and seasonal related conditions limiting or eliminating usage of the existing fields;
· Inadequate available hours to accommodate existing usage needs, current unmet needs, and future needs;
· Limited availability for numerous fall and spring semester weekends due to university events;
· Inadequate play field conditions due to current overuse.

Program Needs:
Inadequate facilities are negatively impacting the quality of programs provided by Recreation Services. The Department is unable to meet the existing demand let alone future demand. In addition, Recreation Service’s outdoor facilities are in high demand by various other entities including student groups, ROTC, the marching band, various academic departments, etc. CU lags dramatically behind when compared to national space standards and the Big XII institutions.

A tennis bubble for the Recreation Center tennis

Farrand Field renovation with natural grass.

Franklin Field renovation with natural grass.
·
Kittredge Field renovation with two synthetic fields.
·
South Campus new construction of three synthetic play
fields.
·
South Campus implementation of a Frisbee golf course.
·
Golf driving range.
SECTION 2:
The election commissioner will
ensure the questions proper attachment to the Spring 2004 UCSU ballot
SECTION 3:
This bill takes effect upon passage by the
Legislative Council.
