The Energy Efficiency Fund (EEF) was created in the 60th
session of the UCSU to implement energy saving changes within UCSU controlled
buildings. The EEF was funded out of
the Supplemental Operating Reserve (SOR) account for FY 2004-2005 as a one time
expense. The SOR account is exclusively
for one time expenses and the UCSU expressed the desire in 60LCB#14 The Energy Efficiency Fund Continuation
& Commitment Act of 2004 to ensure funding for the EEF in the future as a
line item in the Environmental Center budget.
Likewise, the purchase of Wind Power by the UCSU needs a home in a cost
center budget because it is no longer a referenda account beginning this
year. 60LCR#13 Support for Local Wind Energy and 59LCR#10 Wind Power
solidified the UCSU’s commitment to sustainable energy practices in Colorado
which should be included in the Environmental Center’s base budget proposal in
future years.

Summary
This bill clarifies the calculation
of the Energy Efficiency Fund (EEF) into the Environmental Center budget. It adds the wind energy component into the
budget as a line item and codifies the purchase of local wind energy by the
UCSU.
THEREFORE BE IT ENACTED by the
Legislative Council of the University of Colorado Student Union, THAT,
SECTION 1: The purchase
of renewable energy by the UCSU shall be included as a line item in the
Environmental Center budget.
SECTION 2: The
addition of both the Energy Efficiency Fund and the Renewable Energy line items
shall be included in the base budget of the Environmental Center in the FY
2005-2006 budget proposals.
SECTION 3:
Preference for the purchase of renewable energy by the UCSU shall be
given to local (within Colorado) sources of renewable energy or from sources
that have made a commitment to creating renewable energy sources in Colorado
while continuing to evaluate cost as a factor.
SECTION 4:
The Energy Efficiency Fund shall recover 35% of the demonstrated savings
in energy costs to its budget from the previous year’s projects energy saving
estimates. This provision will be
included as an unduckable in the Environmental Center budget.
SECTION 5: The
Energy Efficiency Fund line item will be included as a line item in the
Environmental Center budget, subject to reauthorization by the Finance Board
and the Legislative Council, beyond the 2009-2010 FY budget.
SECTION 6:
ENACTMENT. This bill takes effect upon passage upon passage by the
Legislative Council and upon obtaining the signatures of the Council President
and the Tri-Executives.
