A Bill

Bill History

The UCSU has had a long standing commitment to minimizing pesticide/herbicide use on campus.  This is highlighted by the passage of 54LCR05 and 59LCR16 which ask the university to stop their use of pesticides/herbicide in favor of an Integrated Pest Management (IPM) policy which uses sustainable and natural methods of pest control.  The IPM policy of the university has been violated numerous times in favor of immediate and toxic methods of pest control.  These pesticide applications have put the safety and welfare of students, faculty, staff, and the greater Boulder community at risk.  The Environmental Center has attempted to gain greater input into the decision to spray pesticides on campus as a result of UCSU’s commitment to IPM.

Bill Summary

This bill establishes the Environmental Center as the official entity responsible for accompanying Facilities Management on the walkthroughs of the university grounds prior to the spraying of herbicides to evaluate areas which meet the threshold for application of pesticides.

THEREFORE BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT,

SECTION 1:  The UCSU Environmental Center Joint Board shall have the ability to designate a person to accompany Facilities Management on their pre-spraying walkthrough of university grounds.

SECTION 2:  The walkthrough designee shall report to the Environmental Board to debrief the board about the walkthrough and work in conjunction with the UCSU Environmental Director to ensure the university IPM policy is being followed.

SECTION 3:  ENACTMENT. This bill takes effect upon passage upon passage by the Legislative Council and upon obtaining the signatures of the Legislative Council President pro Tempore and the Tri-Executives.
