Bill History

 

The University of Colorado Student Union is charged with adopting the smoking policy of University of Colorado at Boulder campus.  Revisions of the smoking policy are to be passed in bill format through the UCSU Legislative Council.

 


Bill Summary

 

This bill sets forth the tenants of the University of Colorado at Boulder Smoking Policy for the campus.


THEREFORE BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT,

 

SECTION 1:  The UCSU adopts the smoking policy as outlined below:

 

It is the intent of the University of Colorado at Boulder to promote a healthy, sound, safe, and comfortable environment for all students, staff, and visitors of this University.  To accomplish this, methods to decrease the amount of second hand smoke will be implemented, educational programs and paraphernalia concerning cessation and prevention shall be provided, and no smoking zones will be established.  Simultaneously, to ensure the rights of smokers, safe, secure, and comfortable smoking areas will be designated.

 

Smoke-Free Areas

1.  Inside all facilities owned, leased, rented, borrowed, or affiliated with UC-

Boulder, including, but not limited to, resident halls, family housing, stadiums, and vehicles.

           

2.      On University grounds, including, but not limited to, entryways, ATM’s,

Athletic fields, building steps, patios, *parking lots, *fields, areas where there is fixed seating, and areas adjacent, proceeding, and juxtaposed to door and entryways, and air intake-ducts.  This excludes areas that are marked smoking friendly zones.

 

Smoking Zones

 

                        1.  Smoking areas shall be well defined, lit, safe, and be readily accessible.

 

2.      Trash cans and ashtrays shall be provided to preserve the integrity of the   

                             grounds

 

Advertising and Sponsorship

 

                        1.  Funding or gifts provided by tobacco companies or any establishment that

                             promotes the sale of any tobacco-related product or paraphernalia for any

                              University team, club, or affiliation is strictly prohibited.

 

                        2.  The sale or distribution of tobacco products on University grounds is

                             prohibited.

 

                        3.  The advertisement of tobacco related products on University grounds or at any

                            University event, including those that occur off-campus is prohibited.  In

addition stores and establishments that promote the sale of tobacco products

shall be prohibited.  In addition, stores and establishments that promote the  

     sale of tobacco products shall be prohibited from advertising in the campus

     newspaper and radio.         

 

Education

                       

                        1.  It is the job of the university staff, including athletic coaches, residential  

                             advisors and health care providers to promote the awareness of this policy to

                             everyone on the University of Colorado at Boulder campus.

 

                        2.  Educational programs alerting the University population to the dangers of

tobacco and cessation tools, including quit kits, shall be provided by the    Student Wellness Program.

 

Enforcement

 

                        Knowing the dangers of secondhand smoke, smokers should be aware of their

                        surroundings and be sensitive to the guidelines set forth by this policy; similarly,

                       nonsmokers should be aware of the smoking areas.  It is the hope of the University

                       of Colorado at Boulder that everyone shall remain respectful and understanding of

                       all its community members; therefore, it is the job of all community members to

                       respect and enforce this policy.

 

* This implies all parking lots and fields that are the property of the University of  Colorado at Boulder. 

 

SECTION 2:  This bill takes effect upon passage by the Legislative Council and upon obtaining the signatures of the Tri-Executives.
