Resolution History
This past year has
been an especially difficult year for the University of Colorado at Boulder and
the Great State of Colorado with regard to combating the excesses in drinking
on campuses. This issue has been the
impetus for the formation of a number of initiatives on campus to combat the
campus culture that surrounds drinking to promote more responsible use of
alcohol on campus. The student group
the Student Emergency Medical Services (SEMS) seeks to ensure the safety of
students who engage in the use of alcohol by training first responders and
having them at social events that students choose to engage in. The SEMS will have professionally trained
EMT personal at events who are in contact with an advisor. This remarkable student led program will be
professionally accountable and utilize and enable better judgment as to when
more advanced services like 911 should be employed.
Resolution Summary
WHEREAS: The Student Emergency Medical Services seeks to provide a safer environment for students at the University of Colorado at Boulder; and,
WHEREAS: A problem with excessive drinking exits at the University of Colorado at Boulder and at universities across the State of Colorado; and,
WHEREAS: The University of Colorado Student Union supports efforts to enhance the safety of students in all activities which they may choose to engage.
THEREFORE, BE IT RESOLVED by the Legislative
Council of the University of Colorado Student Union, THAT:
SECTION 1: The University of Colorado Student Union endorses the efforts of the Student Emergency Medical Services to create a safer environment for student activities at the University of Colorado at Boulder.
SECTION 2: The University of Colorado Student Union recognizes
the problems of excessive alcohol consumption at the University of Colorado at
Boulder.
SECTION 3: The University of Colorado Student Union Supports
the program plan outlined in Appendix A of this resolution.
SECTION 4: ENACTMENT.
This resolution takes effect upon passage upon passage by the Legislative
Council and upon obtaining the signatures of the Council President and the
Tri-Executives.

SEMS
Student Emergency Medical Services
Mission:
The SEMS Program aims to develop a safer student experience through peer to peer education and quality emergency care using of trained emergency liaisons that stand duty during social events where risk of alcohol related incidents and trauma may occur. The SEMS program will be piloted in the Greek system, and upon recognition of its success as a student group, will outreach to other student groups on campus. This medical liaison program will utilize students who have technical certifications in emergency medicine or students who wish to volunteer to educate the student community about medical emergencies. The primary goal of this organization is prevention through education. The secondary goal is to treat alcohol and drug related emergencies and injuries which may occur. SEMS serves to provide the CU-Boulder community with medically aware individuals who can recognize and react to impending and existing emergencies. Upon recognition of possible emergencies, liaisons will be prepared to render emergency care for the suspected individual and shall promptly call EMS. It is the hope that through proper education and prevention, the SEMS program will make CU life safer for all individuals.
Basic Outline:
1) Contact the different Greek houses and various student groups to find out if there are properly trained individuals who hold certifications in emergency medicine (First responder, EMT-B, EMT-I, etc.). Any student interested in being a SEMS liaison, officer, or staffed personnel will be educated appropriately.
2) Utilize these students as medical liaisons who will be responsible for maintaining medical safety and awareness during open and closed social events. These students must commit and sign contracts removing liability from the SEMS program in the event that they do not properly uphold their responsibilities. In turn, SEMS agrees to be present at events to provide treatment and education.
3) The SEMS officers will hold education seminars for student groups and organizations. The curriculum shall be in accordance with guidelines for state certification curriculums for first responders and EMTs. Upon completion the students will receive a SEMS certification and state certifications may be necessary.
4) Bylaws and the subsequent constitution of the organization will be created upon the obtaining of specific officers, an office for affairs, and the acceptance of this organization by the Greek community and CU in general.
5) Another goal will be outreach beyond the Greek community. It will not required that a participating individual be a member of a fraternity or sorority to be an officer in SEMS. Liaisons to the houses will be members of the house they represent so that SEMS presence can be established at ALL events where risk may be involved (open and closed events).
6) Liaisons must report to the office/officers before every scheduled OPEN CU event, whether if it is at a CU related facility or not. SEMS officers will make routine checks to make sure that all liaisons are meeting SEMS requirements, and that safe risk management is being used (these standards for risk management will be set by SEMS and will only apply to emergency prevention).
7) Liability for medical care will lie with SEMS, but liability for alcohol, facility safety, and other aspects of social gatherings will lie with the sponsoring group. A contract will be formed with sponsoring groups and SEMS to assure that there is unanimous obligatory compliance and that everyone follows the same set of rules.
8) There will be a fixed pool of EMTs/liaisons so that a proper ratio of care can be provided. The set number shall be 1 trained personnel: 50 students. If a house does not meet the minimum personnel requirements, then other SEMS liaisons and/or SEMS officers must be present at these larger events (i.e. other participating houses must provide there house’s liaisons).
9) Violations of the SEMS constitution will be reported to IFC, Panhel, and other participating organizations. Sanctioning will follow in accordance with rules and regulations set by all 3 parties (SEMS, IFC, Panhel and other organizations). SEMS violations will also be reported to the university. A yearly report of contacts and dispositions will be made to student government, the administration, and participating organizations (with confidentiality for individuals maintained).
10) To have extensive med-kits outlined by the equipment list designated by the SEMS protocols. Usage of certain equipment shall be in accordance to state law and scope of practice of EMTs, Liaisons, and the core officer team. Any procedure may only be performed in accordance with state law and under informed or express medical direction.
11) To emphasize the importance of calling 911 during any suspected emergency. It is not the aim of this program to down-play this vital step in emergency care. Liaisons will be used to prepare the patient for the arrival of local EMS.
12) Quality management shall be done by the core officer team. Credentials outlined by the medical director and officer team shall be awarded to those who complete proper SEMS training. Refresher classes shall be required once every semester to assure liaisons and officers are maintaining the highest level of education and prevention techniques.
13) Records of care shall be completed for all services rendered by SEMS liaisons and/or officers who provide care. These records shall be in accordance with state law and will remain on file as well as be a part of the patients trip form delivered to the hospital. The records are confidential and will be held under lock and key for the statutory period and then destroyed. Their use in statistical analyses will protect individuals from release of private medical information in accordance with federal regulations.
14) Scope of practice of all medical care providers shall be in accordance with state law and medical direction.
15) All interested parties shall be informed about the creation and function of SEMS. These include but are not limited to: The University, IFC, Panhel, and Boulder P.D., Providers of medical care including the Physician Advisor, EMS community, Educators and CPR certification directors.
16) To make a list of definitions based on the unanimous accepting of SEMS by the CU-Boulder community. Upon acceptance, make SEMS and obligatory part of the CU-Boulder system and place personal responsibility in the hands of the student groups for assurance of SEMS success.
