63LCB#01 Amendments to Student Group Funding Bill

Bill History
During Session 62, Eugene Pearson took on the onerous task of rewriting the process for funding student groups at the University of Colorado, with student fee monies, in order to be in compliance with several court cases such as Southworth v. the University of Wisconsin Board of Regents.   These rulings necessitated changes to the bylaws and Constitution of UCSU and were presented in bill number 62LCB05.  As with any great undertaking, there can be unforeseen consequences and results that can be overlooked.  While recently working with SOFO and the Greek Activities office, some of these unforeseen consequences have come to light and the legislative council now needs to amend the previous bill.
In Section 7 of 62LCB05 it states that the Student Organizations Committee shall maintain a list of active student groups in coordination with SOFO.  It goes on to list several requirements for these groups but does not distinguish between those groups which receive funding from SOC and those groups which have restricted membership and receive no funding from SOC.  Groups who receive SOC funds must be open to all.  Other groups, such as fraternal, honor, or academic societies, may have membership qualifications which restrict who may belong and therefore cannot receive SOC funding.  This distinction was lost in Section 7 and needs to be restated. 

Bill Summary
This bill will amend the previous bill 62LCB05, specifically section 7, to distinguish between student groups who can and cannot receive funding from SOC and how that affects membership qualifications and meetings.  It also changes requirements for the club guide, called the Student Group Pamphlet in the bill, which according to the office manager are not feasible to meet.

THEREFORE BE IT ENACTED, by the Legislative Council of the University of Colorado Student Union, THAT:
Section 1: 62LCB05, Section 7 A subsections 1 and 2 regarding the Student Group Pamphlet are hereby deleted, and,
Section 2: 62LCB05, Section 7 C subsection 5 will be rewritten to distinguish between groups who receive funding from SOC and exclusive groups who do not as follows: "Meetings must occur no less than once a month during the fall and spring semesters and student groups who receive funding from SOC must be accessible to all students who wish to attend.", and,
Section 3: These amendments shall become part of the previous bill 62LCB05 and any governing documents affected by the bill, and
Section 4:  This bill takes effect upon passage by the Legislative Council and upon obtaining the signatures of the Legislative Council President and the Tri-executives.
