The 52nd Session of Legislative Council enacted a bill that would require a third “reconciliation” of the budgets by Legislative Council. 52LCB#14 states, “Effectively, the budgets of each cost center are passed for two readings and then the final student fee is created by Student Organization Finance Office external from Finance Board and Legislative Council deliberations. This serves to shift control over the final student fee increase from the hands of the students to SOFO. Certainly, SOFO has served the students well in far past and recent history, and there is no reason to think that they wouldn’t continue to do so. Students, though, should do everything possible to maximize their influence in the budget process, however, and the addition of a third, reconciliation reading of the total student fee budget is one way to do this.” Upon passage of this bill, Legislative Council mandated a third reading after SOFO created a spreadsheet of all the approved budgets and then came to Legislative Council for an additional approval.
Bill Summary
This bill would revoke 52LCB#14. A third reading of the bill is unnecessary, seeing that there are already four readings by the students, two by Legislative Council and two by Finance Board. A third reading of the bills is time consuming and unnecessary since SOFO cannot change the amounts approved. 52LCB#14 also indicates that UCSU does not trust SOFO to properly allocate the money, and this is not an accurate representation of the current Legislative Council.
THEREFORE BE IT ENACTED by the Legislative Council of the University of Colorado Student Union, THAT,
SECTION 1: 52LCB#14 will be revoked, and budgets will no longer require a third reading.
SECTION 2: This bill takes effect for the current session.
SECTION 3: Finance Board shall provide a total spreadsheet of all increases before the final passage of the budgets.
SECTION 4: This bill takes effect upon passage by Legislative Council and upon obtaining the signature of the Tri-Executives and the Legislative Council President.
